Why no two sources agree on how many stairs a building has

Search how many stairs are in any famous building and you will get several answers, confidently given, none of them agreeing. It looks like sloppiness. It almost never is.
Four questions wearing one costume
Ask about the Leaning Tower of Pisa and you will find 296, 294, 273, 269 and 250. The tower has two spiral staircases, and the north one has two fewer steps on the seventh floor — so 294 and 296 are both correct, depending on which side you walked up. 269 is the climb to the bell chamber, the highest point visitors are allowed. The smaller counts usually start above the entrance steps.
Nobody is wrong. They are answering which climb, and not saying which one they picked.
Stairs, floors and flights are three different units
The Empire State Building is the clearest case. 1,576 stairs reach the 86th-floor observatory, which is the route the annual Run-Up climbs. Most sources call that 86 flights, treating one floor as one flight. An architect would not: to them a flight is a run of stairs between two landings, which puts the answer nearer 172.
Then your phone gives a fourth answer. Apple Health scores ten feet of climbing as one flight regardless of how many steps that took, so an iPhone carried to the observatory reports about 103. Four numbers, one building, no contradiction — just four definitions nobody stated out loud.
The off-by-one is real too
The Washington Monument is quoted at both 897 and 898 steps. The extra one is the step onto the observation floor itself, counted by some and not by others. Every long staircase ever measured has this argument at the top of it.
Why this matters for your own numbers
The flights on your phone are not stairs. They are height, divided by ten feet, and they will never match the number on a plaque. That is not a bug in the phone or the plaque — it is two honest instruments measuring different things and reporting both as “flights”.
